Contractor providing services to the Bechtel Corporation for the following clients/projects:

 

AT&T Wireless LTE Upgrade

Turnover/True Up Coordinator in the Philadelphia, PA market from June 2012 through September 2014. Initial assignment was to development the tools and processes required to clarify the turnover process to the sub-contractors and aid the market in the recovery from failing to deliver post construction documentation to the client for 300 sites in a timely manner (please note the graph to the right which displays the turnover trend prior to my arrival in grey and post assignment in the white). Once established, continued the push for deliverables by reviewing and approving documents prior to final signoff for sub-contractor payment. Compilation of any third party turnover requirements for co-lo sites, such as sites owned by American Tower or Crown Castle. Documents reviewed/approved include, but not limited to, sweeps tests, PIM tests, fiber tests (optical and power meter tests), tape drop forms, etc.

 

Once determined that turnover was under control, reassigned to assist the project controls team as the individual responsible for verifying scope of work preformed prior to submission of final invoicing to client. Joined the team with $23 million owed to Bechtel, amount was reduce to $250,000 upon release.

 

While continuing my other duties, assigned to clear a backlog of 300+ sites of turnover that had accumulated in my absence. Clearing the turnover issues in approximately four months, resumed my primary role on the True Up team until my release.

 

 

Clearwire WiMax Project

Turnover coordinator, Tiger Team coordinator and Microwave Pathing coordinator for the Columbus, OH market from May 2010 to January 2011. Sole reviewer/approver of critical turnover documents prior to initiating microwave pathing. Documents reviewed/approved include, but not limited to, tape drop forms, sweeps tests, fiber tests, etc. Managed all activities for (3) Tiger Teams, which included, issue resolution prior to dispatching team, arranging material pickup, scheduling, reporting issue resolution to client plus third party inspection of civil/tower work for 30% of sites and any/all vendor requests. Managed all activities for (5) Microwave Pathing crews, including forecasting/reporting potential paths available and coordinating all post construction activities for 160+ microwave paths.

 

Turnover Lead Coordinator for the Clearwire National License Saving Project (managed from Chicago, IL though covering all states west of the Mississippi River) from January 2011 to May 2011. Bechtel was hired to provide a small team of individuals to manage Clearwire’s Turn Key vendors who were incapable of bringing any sites online in over a year of managing the project, which placed Clearwire’s national license in jeopardy. Upon arrival proceeded to develop the tools and processes to clarify the turnover process for the Turn Key’s sub-contractors. Developing and hosted four separate, eight hour kick off meetings for the crews to be deployed across more than half the country (400+ personnel in total). Then assigned to locate and review any documentation that could be found to identify potential candidates for construction management to dispatch a Tiger Team to attempt integration. Once complete assumed regular duties of reviewing, tracking, submittal of critical 24 hour documentation and notifying the national team when a site was ready for integration into the network. Additionally hosting a Net-Meeting once a week for six weeks for those who could not attend the kickoff meeting to review and discuss any changes to construction procedures. Creating and distributing construction bulletins clarifying construction standards.

 

 

Cingular Wireless UMTS/Integration Project

Field engineer/construction manager in the Columbus, Cleveland, and Cincinnati, OH markets from August 2005 to September 2006. Directing and overseeing the progress of as many as 10 crews working simultaneously in the field. Primary Duties include enforcement of safety, quality, scheduling, operating as main point of contact for all activities on the cell site while in construction and reporting progress to the project management team. Other duties included: identifying and verifying existing equipment on site, creation of sketches for existing site layout, proposing initial placement of equipment and other information required to perform proposed scope. Estimating and ordering of materials. Working with the client (either directly with the local switch or with the national operations call center) to assist in resolving any issues that may arise during or shortly after construction. Close-out of final paperwork.

 

 

Other Assignments w/Talascend

Prior to my most recent projects above, I have participated in the successful completion of the AT&T Wireless (AWS) E911 project in Chicago, IL and Dallas, TX and prior to that the AWS 3G projects in both Boston, MA and Pittsburgh, PA performing similar duties to those listed above.

 

 

Quality Inspector/Field Engineer (Fiber Optic Outside Plant)

From 1997 thru 2001 I worked as a sub-contractor to various fiber optic telecommunications companies (both large and small). These include MCI/Worldcomm, Sprint, GTE, Metro-Media Fiber Networks and Brooks Fiber Properties in various locations in the northeast (Washington, DC, Pittsburgh PA, Philadelphia PA, Long Island NY, Buffalo NY, Albany NY, Wilmington DE...) either as a quality insurance inspector or field engineer. Performing the following duties:

 

·   Gathering and compiling field data, researching utilities and right-of-ways along planned route and determining alternated solutions when a possible impasse is discovered.

·   Compiling the above information to create project drawings to be sent for approval by engineering

·   Directing, overseeing and documenting the safe installation of construction drawings (including but not limited to the placement of manholes/hand-holes, trenching (open cut street and direct buried), directional boring, building entries, placement of risers through build chase/ceilings, placing/pulling of buried conduit, placement of aerial strand and placing/pulling fiber optic cable (aerial and buried))

·   Maintain as-built drawings.

·   Daily reporting of on-going progress to Project Team (via email, conference calls and spreadsheets)

·   Meeting with the client, city officials and any building engineers (if applies) to assure satisfaction
